MISSIONS / SERVICE DIMENSIONS

The service holder shall manage Subsea Umbilical, Riser and Flowline engineering scope during FEED preparation, execution, EPC CFT and then EPC phase. The service holder may also be involved in the current pre-feed extension studies. The Service Holder shall be as well deeply involve in the FEED scope of work preparation until FEED sanction. During FEED, the service holder will oversee the performance of the FEED CTR on time and on budget FEED deliverable submission for the scope of work and as well actively participate in the EPC CFT preparation.



ACTIVITIES

The Service Holder shall:


  • Ensure high quality of all OFFSHORE AND URF Systems from FEED stage up to operation through, FEED, Detailed Engineering / Qualification / Manufacturing / Fabrication / Construction / installation / Pre-Commissioning activities performed by Contractor, whilst respecting local content requirement.
  • Identify and solve technical issues that may rise during all OFFSHORE AND URF activities of the Project.
  • Ensure the prompt and efficient dispatch, review and approval of all Detailed Engineering / Qualification / Manufacturing / Fabrication / Construction / installation / Pre-Commissioning documents issued by OFFSHORE AND URF Contractor, in due time, ensuring the adequate level of priority is given.
  • Ensure coherence of the OFFSHORE AND URF systems and manage interfaces with other Package Managers of the Project (Onshore, SPS Construction and Operation).
  • Ensure that OFFSHORE AND URF Engineering activities are performed in line with Contract requirement and Project Specifications, all within project schedule and budget.
  • Ensure that design and qualification outcomes/constraints are adequately considered in due time for Procurement, Manufacturing, Fabrication, installation and Pre-commissioning, and vice/versa.
  • Ensure that HSE requirements are taken into consideration during design.
  • Participate in various technical reviews (Hazids, Hazops, Project Technical Reviews, Risk Assessments, etc.), and ensure implementation of recommendations as necessary.
  • Liaise with Project QHSES, QAQC, to ensure that the OFFSHORE AND URF scope is designed to be safe, operable, and maintainable.
  • Assist QA/QC manager for all quality issues related to OFFSHORE AND URF engineering.
  • Monitor Contractor performance against engineering aspects of the Contract and to assist the offshore Package Manager / PCM in management of associated Change Order Requests.
  • To initiate and attend all OFFSHORE AND URF engineering meetings, routine and subject specific, to pursuit Contractor's resolution and close-out of documents.
  • Assist with application process for required authorities' approvals.
  • Develop effective and constructive relationships with all Contractors representative(s) in a manner that enables a high level of value to be obtained.
  • Ensure that agreed project battery limits are adhered to.
  • Control and approve, when appropriate, the specifications, requisitions, design procedures, layouts, general arrangements, drawings, P&ID's, installation procedures, installation analyses reports, design reports, etc.
  • Responsible for the engineering of all equipment/facilities included in the work package.
  • Ensure that all relevant documentation created by the OFFSHORE AND URF Contractor or its suppliers is reviewed and commented on by the relevant specialists within the appropriate time frame.
  • Maintain awareness of and ensure compliance with all relevant Statutory and Company HSE standards.
  • Actively identify best practice (industry, technical, professional, etc.) and encourage an environment in which this is willingly and openly shared.



  • Ensure construction, pre-commissioning, and start-up activities for OFFSHORE AND URF are delivered safely as per company requirement



CONTEXT & ENVIRONMENT

The Absheron Conventional Gas & Condensates field is located offshore Azerbaijan Republic in the Caspian Sea in 500 meters depth, at about 100km southeast of Baku, 25km north-east of Shah Deniz field and 34km south of Oil Rocks production and processing facilities. The project aims at supplying natural gas for both domestic market via Sangachal main facilities (condensate) and for international export market via the South Caucasus Pipeline (SCP).

  • Professional Experience: More than 15 years
  • Experience within project: More than 15 years Be attentive to the GPI / Project needs and contribute to its process's improvement.
  • Be autonomous, proactive and energetic.



OTHER OBSERVATIONS

The service is starting from the FEED phase sanction with the possibility to continue to the EPC phase until the completion of the Development phase including Project close-out.

The Service Holder will have numerous interfaces with other disciplines and entities.

The Service Holder must possess strong experience designing offshore and Subsea Umbilical, Riser and Flowline system, ensure its safe and optimum project delivery as well as reliable operation.
